Graduate Procurement Contract Specialist

Worley in the Netherlands is looking for a “Graduate Procurement Contract Specialist” who, under general supervision of the (Senior) Procurement Contract Specialist and/or Manager Procurement Contracts performs a variety of administrative and technical duties on the project(s).

The general purpose of this role is gathering and compiling data essential to the administration of contracts, providing assistance with the implementation & adherence of contracts administration procedures, coordinating or monitoring the completion of administrative tasks and supporting the implementation & use of Worley’s functional reference tool AVEVA CRM on the project (s) which is a contract management system delivering key aspects of contract formation and administration and configured for Worley’ Management System.

The following activities/tasks listed below are intended only as illustrations of the various types of work that may be performed. The “Graduate Procurement Contract Specialist” may perform some of these activities/tasks in a learning capacity:

  • Administers the entire bid process and performs overall contract administration.
  • Prepares contracts, issues solicitation instruments e.g. Requests for Proposals (RFP) for professional services, construction services and other support services; and works with departments to ensure requirements are clear and understood, gather data and specifications and assist in resolving problems and complaints.
  • Gathers data from market research of potential contractors.
  • Attends and supports pre-proposal/pre-bid conferences.
  • Participates in and /or conducts proposal preparation.
  • Maintains and updates records in compliance with the project/Worley functional requirements and guidelines; and organizes the distribution or distributes contract documents to parties of interest and upon request.
  • Coordinates the contracting activities pre-award for an assigned project: Could assist in development of Project Contracting Plan,Could assist in development of Project Contracting procedures,Could assist in manhour estimates en resource planning,Could participate in package strategy meeting,Could assist in preparation of Individual Contract Plans,Sourcing and qualification of bidders,Could assist in the negotiation of Contracts and changes,Prepare and issue Contract documents
  • Coordinates the contracting activities post-award for an assigned project: Administrate contracts per procedures,Could assist in identifying & advising project and supply management of (commercial) risks,Could assist in handling claims and disputes,Monitor contractor performance and delivery of services to meet objectives.
  • Identify, solicit and select reliable contractors to supply/install consultancy, specialty and construction services to support project execution.
  • Receives invoices and provide agreed approvals and supporting documentation for payment of invoices in a timely manner to ensure payments are made in accordance with specified contract payment terms such that the required services to Worley and its Customers is delivered.
  • Experience qualifications

    Qualifications:

    Any combination of experience and education that provides the required knowledge and abilities, along with the specific licenses/certificates and abilities as outlined below -

  • University Degree, or equivalent, in related field or applicable discipline, or equivalent relevant experience. Typically, two (2) years to four (4) years of increasingly responsible relevant experience.
  • Effective communication skills. 
  • Able to plan own work and accomplish varied and complex tasks with the ability to discover issues and recommend solutions.
  • Fluent written and spoken English and Dutch.
  • ‘Strong’ technical affinity within complex process industries
  • Communicate ideas and concepts, with an eye for detail but without getting lost in detail.
  • Structured & accurate.
  • Understanding of systems, processes and tools related to the function, including advanced MS-Word and MS-Excel skills.
  • A track record in the preparation and/or assembling of Scope of Work packages and its related deliverables, compiling of Service Agreements and Construction Contract Packages is beneficial.
  • Available for secondment (construction- or other site away from home office location) – minimum of three (3) days working at a construction- or other site in The Netherlands and/or its neighbouring countries.
